WIOCC and TMCEL have sealed a strategic agreement intended to enhance internet connectivity across Mozambique and adjacent Southern African regions.

WIOCC and TMCEL Join Forces for Digital Transformation in Mozambique

A landmark agreement has been signed between WIOCC, a leading digital infrastructure provider, and TMCEL, Mozambique's national telecommunications operator. This partnership, announced on 23 July 2025, aims to transform and enhance Mozambique's digital infrastructure, marking a significant step towards digital transformation across the country and the Southern African region.

The Framework Agreement (FWA) combines TMCEL's national infrastructure and service expertise with WIOCC's regional and international connectivity capabilities. This collaboration will strengthen Mozambique’s subsea and terrestrial infrastructure, improving network resilience and expanding access nationwide.

The agreement supports the goals of Mozambique's National Broadband Strategy by advancing universal, affordable, and high-quality connectivity. James Wekesa, Group Chief Commercial Officer of WIOCC Group, stated that the partnership signifies their commitment to driving digital transformation across Africa.

One of the key aspects of this partnership is the strategic capacity delivered via the 2Africa East subsea cable and terrestrial routes into South Africa. This will position Mozambique as a regional digital gateway and a critical data traffic hub for Southern and Eastern Africa. The agreement is expected to impact connectivity and digital inclusion across Mozambique and the Southern African region.

The partnership enables the efficient delivery of digital services to clients locally and across the broader region, including Swaziland, Zimbabwe, Zambia, Malawi, Tanzania, and South Africa. It is designed to improve network resilience, expand access, and support secure, high-quality connectivity.

The agreement is a major milestone in transforming Mozambique's digital infrastructure. It creates a powerful foundation for enhanced connectivity, inclusive growth, and expanded digital services across Mozambique and beyond. WIOCC, through this partnership, will be better positioned to unlock the full potential of its investments in Mozambique.

The signing ceremony for the agreement took place on Wednesday, 23 July 2025, at TMCEL's headquarters in Maputo. The partnership reinforces Mozambique's position as a regional digital gateway and a critical hub for data traffic in Southern and Eastern Africa.
