In a significant move towards establishing a self-reliant satellite communications system, Europe is focusing on bolstering Eutelsat, a Franco-British satellite operator that merged with British firm OneWeb in 2023. Eutelsat, currently the world's second-largest operator of low Earth orbit (LEO) satellites, offers high-speed internet and other satellite services, albeit on a smaller scale compared to Elon Musk's Starlink, which operates around 6,000 satellites[1][2].

To challenge Starlink's dominance, the UK government has announced an investment of €163 million (approximately $190 million) into Eutelsat. This investment complements a larger investment from the French government and other investors totalling around €1.35 billion[3][4]. This joint investment effort is part of a broader €1.5 billion fund raised to help Eutelsat expand and build its satellite fleet, aiming to rival Starlink’s expansive network[3][4].

This strategic move is motivated by geopolitical challenges such as Russia's invasion of Ukraine and unpredictable US policies. By developing sovereign capabilities in defense and satellite communications, Europe seeks to reduce its reliance on US-based technologies like Starlink[3]. Beyond commercial competition, this bolsters European digital sovereignty.

The partnership between the UK and France in Eutelsat's expansion could also pave the way for the UK's involvement in the EU's IRIS2 satellite constellation project. Eutelsat is one of the main contractors for this project, which is expected to provide broad internet coverage as an alternative to American systems like Starlink[1][3].

Eutelsat operates the third-largest satellite communications fleet, with 653 satellites orbiting Earth[2]. The IRIS2 project will build upon Eutelsat's existing fleet and that of SES, a satellite firm from Luxembourg. However, the IRIS2 project will enter into an increasingly crowded satellite communications market[5].

The French state is investing €717 million into Eutelsat as part of the €1.35 billion funding package[6]. Eutelsat had a net debt of €2.6bn at the end of 2024, according to its own financial reporting[7]. The investment is seen as a strategic move towards Europe's digital sovereignty.
