Trump Unveils 'America's Artificial Intelligence Strategy' as a Technological Visionary

The White House has recently released a policy document titled 'America's AI Action Plan', a comprehensive strategy to bolster the nation's artificial intelligence (AI) competitiveness. Two key figures behind this plan are Michael Kratsios and David Sacks, who play significant advisory roles that connect them closely with the U.S. government and the AI industry.

Michael Kratsios, the Assistant to the President for Science and Technology, is at the forefront of shaping the administration's scientific initiatives, including AI policy. He has stated that the AI Action Plan will update federal procurement guidelines to ensure government contracts only go to AI developers whose systems support free speech and trustworthy AI.

David Sacks, on the other hand, serves as a Special Advisor for AI and Crypto. A former PayPal executive, Sacks is recognised as Trump's top AI adviser. He has been outspoken about the need to avoid "woke AI" and ideological biases in AI development, advocating for AI systems that are truth-seeking and free of social engineering agendas. Sacks takes a "techno-realist" middle ground on AI regulation, emphasising that technology progress is inevitable, and the U.S. must lead rather than fall behind, especially against global competitors like China.

Their connection to the AI industry comes through their roles bridging government and technology. Sacks has extensive Silicon Valley experience, notably at PayPal, and actively critiques current AI industry practices that he views as ideologically motivated. Kratsios leads policy frameworks influencing AI innovation and government adoption, including streamlining federal AI procurement and reducing regulatory burdens seen as hindering AI development.

The first pillar of the plan focuses on removing regulatory barriers and transferring authority from elected bodies to expert committees and interagency working groups. The biosecurity section recommends requiring all institutions receiving Federal funding for scientific research to use nucleic acid synthesis tools with robust nucleic acid sequence screening and customer verification procedures. The plan also suggests creating enforcement mechanisms for this requirement and developing a mechanism to facilitate data sharing between nucleic acid synthesis providers to screen for potentially fraudulent or malicious customers.

The second pillar of the plan includes a scheme for AI literacy and workforce retraining, focusing on a narrowly defined set of competencies determined by federal projections of industrial demand. The third pillar of the plan extends the domestic technocratic agent to the world by exporting American AI frameworks, hardware standards, and regulatory templates to allies.

The plan's lead authors are Michael Kratsios, David Sacks, and Secretary of State Marco Rubio. It is important to note that while Sacks is often referred to as the "Crypto and AI Czar", the White House document does not provide any official appointment for him in this role. Sacks, however, remains a private citizen with no current position within any government entity.

The plan proposes building, maintaining, and updating national security-related AI evaluations through collaboration between CAISI at DOC, national security agencies, and relevant research institutions.
