Top Performing Motorists in Texas, Subpar Drivers identified in Washington D.C., Baltimore, Boston, California, and other locations
In the recently released 2025 Allstate America's Best Drivers Report, the safest cities for driving in the United States have been identified, with a notable safety divide emerging between these cities and those with higher collision rates.
Texas dominates the list of safest cities, with four cities - Brownsville, Laredo, McAllen, and Corpus Christi - making the top 10. Boise, Idaho, Fort Collins, Colorado, and Cary, North Carolina also feature prominently in the top 10.
On the other hand, the riskiest cities for driving are largely clustered in the Northeast and West Coast. Boston, Massachusetts, once again ranks as the most dangerous city, with drivers there being nearly 3.5 times more likely than the national average to be involved in a collision. Other cities with high collision rates include Washington, D.C., Baltimore, Maryland, Philadelphia, Pennsylvania, Los Angeles, California, Glendale, California, and Oakland, California.
The report updates collision data over the past decade, showing improvements in areas like the Pacific Northwest, where Bellevue, Washington, improved dramatically by climbing 133 spots since 2015. In contrast, some cities in the Midwest have experienced sharp declines in safety, with St. Louis tumbling 90 places to No. 175, and Des Moines dropping 89 spots to No. 108.
The annual Allstate America's Best Drivers Report is a trusted barometer of road safety across the country. Anchorage and Portland also posted significant gains in the 2025 report, while Kansas City, Sioux Falls, Cleveland, Omaha, and Indianapolis saw notable decreases in their rankings.
Technology is playing an increasingly important role in shaping safe driving habits, and maintaining a clean driving record by avoiding tickets and accidents for an extended period often qualifies motorists for significant safe driving discounts.
This detailed list reflects the 2025 report's data on driving safety across 200 U.S. cities. The gap between America's safest and riskiest cities continues to grow, with some of the 50 most collision-prone cities experiencing increases of more than 25% in crash rates since 2015.

Twenty-one Texas cities improved their rankings in the 2025 report, including large metros like Houston, Austin, Dallas, and Fort Worth. Worcester, MA, Springfield, MA, Glendale, CA, Los Angeles, CA, and Oakland, CA are among the top 20 riskiest cities in the 2025 report.
