TikTok to Develop a Separate App for U.S. Users in Response to Domestic Criticisms

In a strategic move to comply with U.S. regulations and national security concerns, TikTok is preparing to launch a separate app for American users, internally known as Project M2, on September 5, 2025. The new app aims to keep American users' videos and data on U.S. servers and under the control of a trusted local team.

The new app, tentatively named M2, is expected to function similarly to the Chinese version of TikTok, Douyin. The codebase, including AI models and algorithms, will be transferred, ensuring a familiar user experience. However, the new app will only use U.S. user data to train its recommendation algorithms, addressing concerns about the collection of American user data.

TikTok is reportedly close to a deal with a "very wealthy group" based in the U.S. to acquire its American division. The exact identity of this group remains undisclosed. This deal is part of TikTok's efforts to meet U.S. requirements, including limiting foreign ownership and control over the app's algorithms.

The U.S. authorities view the collection of American user data as a national security threat, leading to the blocking of the app earlier this year. The U.S. Supreme Court ruled the app's ban as legal in January, further emphasising the need for a separate app for American users.

By September 2025, users will have until March 2026 to migrate from the existing TikTok app to M2. After that, the current app will cease functioning in the U.S. This approach is TikTok’s strategic response to avoid a U.S. ban and to continue serving American users under tighter regulatory scrutiny while severing direct Chinese control over U.S. operations.
