In Russia, partial restrictions on voice and video calls in Telegram and WhatsApp have been implemented by the agency Roskomnadzor as a measure to combat fraud, extortion, recruitment for terrorism, and sabotage. These activities have increasingly been occurring via foreign messaging platforms, with nearly all fraudulent calls shifting to WhatsApp and Telegram, which refuse to ensure the safety of Russian users.

Roskomnadzor's official statement regarding the restrictions emphasises that these actions align with law enforcement materials to protect citizens from criminal activity. However, they have not disclosed the specific reasons or extent of the partial restrictions. The agency notes that full shutdown of these services would have significant economic and social consequences, and call services might be restored if WhatsApp and Telegram comply with Russian legislation.

The move is part of a broader strategy to push users towards a government-backed Russian messaging app called Max, which is seen as less secure and less advanced but under state control. Critics view these measures as further steps in increasing internet control and censorship in Russia.
