Leadership Endorses Chinese Proposal for Worldwide Artificial Intelligence Coalition

In a recent development, President Kassym-Jomart Tokayev of Kazakhstan has expressed his support for China's proposal to establish the Global AI Cooperation Organization. This organization aims to promote a multilateral approach to AI governance and reduce the digital divide.

The Global AI Cooperation Organization, as outlined in China's Global AI Governance Action Plan, focuses on global infrastructure development, sector-specific applications, data quality and security, and building an open, inclusive, and sustainable AI ecosystem. It also emphasizes international cooperation to manage AI risks and promotes open-source AI, cross-border collaboration, and risk management frameworks.

Meanwhile, the America's AI Action Plan, presented by the Trump administration in July 2025, takes a different approach. Structured around three core pillars with over 90 federal policy positions, the plan focuses on accelerating innovation, building American AI infrastructure, and leading in international AI diplomacy and security.

The U.S. plan emphasizes protecting against misuse, theft, AI-enabled weapons development, and ideological bias domestically. It also aims to maintain U.S. AI dominance and counterbalance China’s influence in existing global bodies.

Tokayev has been tasked to study both plans, with the goal of Kazakhstan becoming a digital hub in Eurasia. The creation of a unified national digital ecosystem in Kazakhstan is already underway, with AI implementation being one of the tasks started. However, the execution of these tasks has been deemed unsatisfactory, and specific actions are needed to achieve this goal.

Infrastructure, legal framework, and a data collection system are among the preparations needed for the creation of the unified national digital ecosystem in Kazakhstan. As of now, Tokayev has not stated any specific plans about the Kazakh government switching to a national messenger in this context.

The America's AI Action Plan focuses on accelerating innovations, building infrastructure, and leading on the world stage. It targets exporting U.S. technologies to allies, blocking China's influence in international standards, tightening export controls on chips and technologies, assessing risks of powerful models, and strengthening biosecurity.

In contrast, China's proposal emphasizes creating new global institutions for cooperative governance, promoting openness, inclusivity, and sustainable AI development at the international level. The Global AI Cooperation Organization aims to coordinate international AI development and regulation, share advancements, and prevent monopolistic control by a few countries or corporations.

This comparison highlights the differences in approach between the two plans, with the U.S. plan focusing on national security and competitiveness, while China's proposal emphasizes creating new global institutions for cooperative governance. As Tokayev studies both plans, it remains to be seen how Kazakhstan will navigate this complex global landscape to achieve its digital goals.

Artificial-intelligence plays a crucial role in both the China's Global AI Cooperation Organization and the America's AI Action Plan, with the former focus on promoting openness, inclusivity, and sustainable AI development globally, while the latter aims to accelerate innovation and lead in international AI diplomacy and security.

In light of this, President Tokayev's task of studying both plans for Kazakhstan's digital future highlights the potential implementation of advanced technology like artificial-intelligence within the Global AI Cooperation Organization, cooperative AI governance, and the creation of Kazakhstan's unified national digital ecosystem.
