Fresno County, California, a leading agricultural producer, is poised for solar and storage growth. Rural Communities Rising (RCR), a local nonprofit, is driving equitable clean energy development through its innovative PACT framework, ensuring fair partnerships and community benefits.

RCR's PACT process empowers residents to elect their own board, set priorities, and negotiate directly with developers and counties. This model, adaptable to other regions, addresses conflicts and issues surrounding clean energy development.

Currently, Fresno county residents bear higher electricity bills, despite significant local clean energy production. RCR aims to change this through transparent, fair partnerships and community benefit agreements (CBAs).

The organization is already in talks with multiple counties to integrate PACT into permitting processes and potentially legislation. By engaging communities early, RCR hopes to create lasting partnerships between developers, local and state governments.
