EMC 2025: Europe's Competitiveness and MFF Top Agenda in Baden-Baden
The 98th session of the European Ministerial Conference (EMC) took place in Baden-Baden on September 24 and 25, 2025. Attendees, including European State Secretary Florian Haßler and Hesse's State Secretary Karin Müller, discussed Europe's competitiveness, cross-border cooperation, and the Multiannual Financial Framework (MFF).
Chaired by Baden-Württemberg, the conference tackled key topics such as competitiveness, innovation, and administrative burden reduction. The EMC welcomed the continuation of Interreg programmes and stressed the need for regional involvement in shaping them. The role of Switzerland as an EU partner was also discussed, with the EMC welcoming a new contractual basis for their bilateral relations.
The conference delved into the MFF for 2028 to 2034, with State Secretary Müller criticising the EU Commission's plans for weakening regions. European State Secretary Haßler highlighted the importance of the MFF for EU funding policy and the role of German states in its decision-making process. The EMC members agreed on the need to strengthen research and innovation at the EU level to maintain global competitiveness. The conference also discussed the MFF negotiations with State Minister Gunther Krichbaum and adopted a resolution outlining the central demands of the states.
