The UK Government and OpenAI, a leading artificial intelligence (AI) research and deployment company, have announced a strategic partnership aimed at accelerating the adoption of AI in the UK. The collaboration, outlined in a Memorandum of Understanding (MoU), will focus on unlocking economic and societal benefits of AI, and recognises the importance of UK sovereign capability in achieving these benefits.

The partnership will involve exploring AI adoption across public services and the private sector, with a focus on identifying opportunities to deploy advanced AI models within government departments and private businesses. This includes helping civil servants work more efficiently, assisting small businesses and citizens in navigating public services, and addressing critical challenges in areas like justice, defence, security, and education technology.

OpenAI's technology is already being used by the UK Government in an AI chatbot for small businesses and in various tools like 'Humphrey' and 'Consult' to speed up civil service and policy-making processes. Every day, various entities in the UK, including Natwest, Virgin Atlantic, Synthesia, and Oxford University, are using OpenAI's technology to unlock economic opportunities.

The partnership also supports the UK’s ambition to build sovereign AI capabilities in the country. This involves developing UK-based AI solutions and fostering the UK AI developer and startup ecosystem by sharing technical information and showcasing the best use of cutting-edge AI technology in the country.

OpenAI and the UK Government will collaborate on improving understanding of AI capabilities and associated security risks, working to mitigate these risks aligned with UK safety standards and guidelines. The partnership may include tailored AI skills workshops and initiatives to expand public engagement in AI, encouraging feedback to build trust and ensure AI benefits society broadly.

The MoU also foresees joint exploration of AI infrastructure investments, such as potentially establishing OpenAI-owned data centers in the UK, and expanding AI security research collaborations to strengthen the country’s technological foundation.

The partnership is expected to create high-paid tech jobs, drive investment in infrastructure, and give the UK agency over how AI technology moves forward. Peter Kyle, the UK Secretary of State for Science, Innovation and Technology, signed the MoU with OpenAI's CEO, Sam Altman, stating that AI will be fundamental in driving change across the UK, particularly in areas like the NHS, breaking down barriers to opportunity, and driving economic growth.

OpenAI has confirmed its intention to increase its footprint in the UK, with its first international office opened in London in 2023. The UK is a top three global market for paid subscribers and API developers of OpenAI's technology. The OpenAI team in the UK has grown to over 100 staff, working on research, engineering, and go-to-market functions to support UK businesses and start-ups.

The partnership builds on a shared vision to leverage the UK’s strengths in science, innovation, and talent. Peter Kyle stated that the partnership is about delivering prosperity for all by turning ambition into action. The expansion details of OpenAI in the UK will be shared in the summer.
